San Leandro was incorporated as a town in 1872, one hundred years after the area was first discovered as part of Spanish settlement efforts. ARG conducted a citywide reconnaissance-level Historic Resources Survey; intensively documented the properties previously listed on the City’s Historic Sites Register; developed a new historic preservation ordinance; prepared a draft benefits/incentives package; and provided training and informational public workshops for City staff and the public regarding the project findings, ordinance language, incentive ideas, and local history. The City’s new historic preservation ordinance was adopted by the San Leandro City Council in November 2003, and the City established a revolving annual fund for future preservation projects.
